Abstract

The bachelor thesis focuses on the preparedness of municipalities to fulfill the tasks of civil protection in the Czech Republic and Portugal. The introductory part is focused on defining the issue based only on dealing with emergencies, major accidents and disasters. The following chapters analyze in detail the organization of civil protection, sub-tasks, which include warning and information, evacuation, shelters and emergency survival and, last but not least, the preparedness of municipalities to perform the above tasks in the monitored countries. The final chapter contains a comparison of the preparedness of municipalities in terms of individual tasks, legal and planning aspects, including the usability of forces and focus on the advantages and disadvantages of individual systems.
