Abstract

International organizations show effort to the promotion of defined political values and principles in many areas of interest. One of the areas in which is significantly penetrating influence of international organizations is the area of governance and public administration. The subject of the thesis is therefore to analyze what values and recommendations are asserting by the international organizations on the field of the public administration modernization and to evaluate the possibilities of their impact on the implementation of modernization measures in the EU. Dissertation deals in detail with the evaluation of three selected international organizations that have a demonstrable impact on the public administration in EU countries. These selected organizations are the Council of Europe, the OECD and the EU. Modernization of public administration on the Europe continent in the past two decades is greatly driven by the Good Governance concept. It is a concept that highlights the quality and properly functioning public administration with an integrated element of subsidiarity which allows the participation of the citizens and which respects democratic and legal values of contemporary modern state. Within the activities of selected international organizations, the concept of Good Governance is strongly supported. By the activities and operations of organizations is applied pressure to promote the principles of Good Governance at the level of member states. Although most legal acts regulating this area are not binding, but rather a recommendation, the member states try to act in accordance with them. One of the goals of the dissertation is therefore to evaluate the influence of international organizations in terms of Good Governance implementation in the EU. Evaluation of the development and the state of public administration in terms of Good Governance is made based on an assessment of indicators of Good Governance (the Worldwide Governance Indicators) monitored by the World Bank. Another important area of the dissertation is the assessment of the e-government level in the European Union. E-government is a progressive area of public administration in recent times. This is not only a priority modernization trend in public administration, but also a key instrument of public administration modernization. As part of this work there is documented and evaluated the status of e-government in European Union countries and examined the relationship between its level and level of Good Governance based on indicators of Good Governance. Attention is also paid to the assessment of the position of the Czech Republic in the field of e-government in the international comparison. E-government is discussed not only at the level of member states, but also from the perspective of local public administration. There was done the evaluation of the functioning of e-government of local public administration on the example of selected municipalities in the Czech Republic. The outcome of this work is the evaluation of international organizations influence on EU countries in the area of Good Governance and the synthesis of acquired knowledge about the level and development of e-government as a priority area of the modernization of public administration and its relationship to the level of Good Governance. There are also formulated proposals and recommendations for the improvement of e-government level in the Czech Republic.
