Zadávání veřejných zakázek a obnova těžbou poškozeného území financovaná z programu k řešení ekologických škod z tzv. „15-ti ekomiliard"

Abstract

The presented bachelor thesis deals with the problems of public procurement in accordance with Act No. 137/2006 Coll. about public procurement and application of the law in practice in connection with the regeneration of the damaged areas around the city Most territory. The first section is devoted to the development and current state legislation, explains the underlying basic concepts and further there are described possible methods and division of the public procurement practices, including options for their evaluation. Thereafter there is a public procurement of the City of Most compared to public procurement of Ministry of Finance of the Czech Republic incl. presentation of particular case of public procurement practices. Further section refers to construction projects carried out around the Most area, which are financed by so-called "15-ekomiliard" in the frame of regeneration of the damaged areas affected by coalmining. In conclusion the thesis includes recommendations and evaluation of public procurement in connection with the theme of corruption and in connection with the regeneration of areas demaged by coal mining financed by the programme for solving ecological damages using the so-called "15 eco-billions".
