Abstract
This thesis addresses the issue of safety in flooded post-mining sites, with a focus on the liability of the owner and operator in terms of risk prevention. The work analyses the specific characteristics of these locations, particularly from the perspective of geotechnical, hydrological, and behavioral factors influencing the occurrence of hazardous situations.
The theoretical part focuses on the characteristics of flooded quarries, identification of main types of risks, and the legal framework of owner and operator liability. Special attention is paid to unauthorized access and its impact on the occurrence of incidents.
The practical part of the thesis is focused on the analysis of selected reference sites and the development of a methodology for safe reclamation using the example of the Czechoslovak Army Quarry. Within this section, scenarios of future land use are defined and risk assessment is carried out using a scenario-based approach and a risk matrix. Based on the analysis, specific technical, organizational, and preventive measures are proposed to reduce the risk level of the site.
The outcome of the thesis is a proposal for a comprehensive approach to safety management of flooded sites, taking into account both the characteristics of the environment and the way it is used and managed.
