Brain (re)gain jako cesta k ekonomickému růstu?

Abstract

Tato bakalářská práce se zaměřuje na problematiku vysoce kvalifikovaných pracovníků a její dopad na ekonomický růst se zaměřením na koncepty brain drain (odliv mozků) a snahy o jejich návrat - brain regain (znovuzískání mozků). Hlavním cílem práce je navrhnout doporučený návratový program pro vysoce kvalifikované osoby z České republiky. Práce analyzuje současné migrační trendy v ČR, identifikuje hlavní příčiny odchodu odborníků, jako jsou mzdové rozdíly nebo nedostatečné investice do výzkumu a vývoje, a hodnotí ekonomické dopady ztráty lidského kapitálu. Výsledkem práce je návrh programu "Brain ReGain" pro Českou republiku, který kombinuje finanční pobídky, institucionální podporu, relokační grant, podporu rodin a digitální platformu ReturnBack. Závěry práce ukazují, že zavedení tohoto programu by mohlo zmírnit negativní dopady brain drain a výrazně posílit potenciál a konkurenceschopnost české ekonomiky.

This bachelor´s thesis examines the issue of highly skilled migration and its impact on economic growth, with a focus on the cocepts of brain drain and brain regain. The main objective of the thesis is to propose a return program for highly qualified individuals from the Czech Republic. The thesis analyzes current migration trend in the Czech Republic, identifies the main causes of skilled outflows, particularly wage differentials and insufficient investment in research and defelopment, and evaluates the economic impacts of human capital loss. The main outcome of the thesis is the proposed "Brain ReGain" program for the Czech Republic, which combines financial incentives, institucional support, relocation grants, family support, and a digital platform called ReturnBack. The findings suggest that the implementation of this program could mitigate the negative effects of brain drain and strengthen the innovation potential and competitiveness of the Czech economy.
