Abstract
The dissertation deals with the issue of risk management of railway transportation of dangerous substances. The aim of the work is to supplement the existing risk management in this area with a focus on solving the prevailing transport flows of dangerous substances, which are fuels and petroleum products. In the work, the risks are presented from the point of view of the occurrence of dangerous substances in the transport process in two basic forms, during transport along the selected transport route and when stopped at a way station. The research of the current state of the investigated issue presents in its theoretical part the current state of the legislative framework and the latest scientific findings of the concerned sector, the analytical part is devoted to the situation in the Czech Republic, selected EU countries and the surrounding world. Part of the current situation is the analysis of the sources of risks in the transport of dangerous substances and the development trends of extraordinary events. From the point of view of the prevention of serious accidents, the transport of dangerous substances is dealt with by departmental regulations, and there is a difference in the management of the risks of stationary and mobile sources. The work presents a model solution to the risk assessment process for the transportation of dangerous substances and treatment of the issue of risks arising from stopping a train at a way station. Part of the solution is the selection of suitable stations for stopping the train, risk assessment and supplementing the work methodology when it is necessary to stop shipments with dangerous substances. Changes in the process of risk management of rail transport of dangerous substances are proposed to increase the prevention of serious accidents and effective cooperation between the railway operator and the intervening elements of the IZS in response to the occurrence of extraordinary events in rail transport.
