Zajištění ochrany vybraného měkkého cíle proti protiprávnímu jednání

Abstract

The diploma thesis deals with the protection of soft targets, specifically the Christmas Fair on Alšovo Square in Ostrava-Poruba. The aim of this thesis is to analyse the security risks and to propose measures to minimise them through a recommended procedure within the soft target security plan. The theoretical part defines soft targets, their characteristics and specifics. An overview of the legal framework and methodological documents related to their protection in the Czech Republic is also presented. In this part, an analysis of security incidents at Christmas markets abroad and in the Czech Republic is also carried out. The practical part focuses on security diagnostics and typology of the Christmas market in Ostrava-Poruba. The soft target threat assessment and risk assessment is performed. On the basis of the threat assessment and risk assessment, a recommended procedure including the application of mechanical elements, electronic elements and physical security measures is proposed. Furthermore, the thesis proposes measures to increase awareness and training of staff, introduces a visiting regulations and a system for recording and reporting security incidents.
