Spolupráce obcí Olomouckého kraje

Abstract

Cílem diplomové práce je zhodnotit dopady různých forem zapojení obcí do spolupráce s jinými subjekty na ekonomiku obcí a další přínosy spolupráce. Hypotéza diplomové práce je, že existující formy spolupráce obcí se jen málo projevují v rozsahu finančních prostředků použitých v rámci spolupráce ve srovnání s velikostí rozpočtů obcí, které spolupracují. V první teoretické části je popisována spolupráce obcí podle zákona o obcích a spolupráce obcí s jinými subjekty. V druhé části je podrobněji představena spolupráce obcí v Olomouckém kraji. Zmíněny jsou dobrovolné svazky v České republice, v Olomouckém kraji a stejná analýza je uskutečněná v rámci místních akčních skupin v České republice a v Olomouckém kraji. Praktická část diplomové práce se zaměřuje na zhodnocení vlivu spolupráce obcí na obce v Olomouckém kraji. Zhodnocení je provedeno na úrovni státu, Olomouckého kraje, vybraných dobrovolných svazků obcí a místních akčních skupin. Pro vypracování této práce je použita metoda srovnávání a metoda analýzy. Metodou srovnávání byla potvrzena hypotéza, že existující formy spolupráce obcí se jen málo projevují v rozsahu finančních prostředků použitých v rámci spolupráce ve srovnání s velikostí s rozpočty obcí, které spolupracují.

The aim of this thesis is to evaluate the effects of different forms of community involvement in co-operation with other actors on the economy of municipalities and other benefits of cooperation. The hypothesis is that the existing forms of cooperation between municipalities with only a few showing the extent of the funds used in the context of cooperation in comparison with the size of the budgets of municipalities that cooperate. In the first part it is described cooperation between municipalities under the Municipalities Act and municipal collaboration with other entities. The second part is further introduced municipal cooperation in the Olomouc Region. Mentioned are voluntary associations in the Czech Republic, Olomouc Region, the same analysis is carried out under local action groups in the Czech Republic in Olomouc Region. The practical part of the thesis aims to evaluate the effect of cooperation between municipalities to municipalities in the Olomouc Region. The evaluation is done at the state level, the Olomouc region, selected voluntary associations of municipalities and local action groups. For preparation of this work, the method of comparison and analysis method. The method of comparison confirmed the hypothesis that the existing forms of cooperation between municipalities with few showing the extent of the funds used in the context of cooperation in comparison with the size of the budgets of municipalities that cooperate.
