Vliv mezinárodních úmluv přijatých ČR k problematice azylantů na náklady a zdroje krytí pro financování azylových zařízení.

Abstract

Práce charakterizuje rozdíly ve výši nákladů a způsobu financování azylových zařízení před a po vstupu ČR do EU. V první fázi práce je popsáno jakým způsobem se uděluje azyl v České republice a podmínky udělení azylu. Je zde také krátce zmíněn vznik Evropské unie a Schnegenského prostoru. Hlavní a zároveň nejdůležitější část práce se zabývá financováním azylových zařízení před a po vstupu ČR do EU a náklady na provoz těchto azylových zařízení. Je zde i popsáno jak velký vliv mají mezinárodní úmluvy přijaté ČR na azylová řízení. V závěru této práce je uvedeno vyhodnocení, zda vstup ČR do EU měl vliv na snížení nebo zvýšení nákladů na provoz azylových zařízení v České republice.

The dissertation characterizes differences in the level of costs and in the way of financing of asylum camps in the time before the entrance and after the entrance of the Czech Republic to the European Union. In the first phase of this dissertation is introduced the way how to grant an asylum in the Czech Republic and what were conditions before and after the entrance of the Czech Republic to the European Union and subsequently to the Schengen area. There is briefly mentioned beginning of the European Union and the Schnegen area in this part too. The main and the most important part of the dissertation deals with financing of asylum camps before the entrance and after the entrance of the Czech Republic to the European Union and with costs of asylum camps operation. There is described how big is the influence of international conventions adopted by the Czech Republic on asylum camps too. In the end of this dissertation there is an evaluation, if the entrance of the Czech Republic to the European Union had some influence over decrement or increment of asylum camps operation costs.
