Zhodnocení postupu při přípravě výstavby silnic I. třídy v příspěvkové organizaci Ředitelství silnic a dálnic ČR

Abstract

Diplomová práce je zaměřena na zhodnocení postupů při přípravě výstavby silnic I. třídy v organizaci Ředitelství silnic a dálnic ČR. Cílem práce je zhodnocení klíčových činností, metod a postupů a navržení doporučení pro urychlení přípravy silnic I. tříd v organizaci ŘSD. Analýza postupů při přípravě silnic je s ohledem na časovou náročnost prováděna od doby zadání záměru projektu do fáze získání územního rozhodnutí. V teoretické části je vymezena charakteristika organizace, a to předmět činnosti, cíle, vize, strategie, organizační struktura, forma financování apod. V praktické části je provedena analýza činností a postupů, které jsou v organizaci prováděny za účelem získání územního rozhodnutí. Tato analýza je realizována na příkladech skutečně připravovaných silnic. Výstupem je zjištění problematických investičních činností, respektive postupů, které vedou k prodloužení připravenosti liniových staveb. V poslední kapitole je provedeno zhodnocení klíčových činností a postupů, které ovlivňují dobu přípravy a následně jsou interpretovány dosažené výsledky z provedené analýzy potřebné pro splnění cíle diplomové práce. Na základě skutečných výstupů jsou v práci uvedeny návrhy na sjednocení a zkvalitnění postupů v přípravě silnic I. tříd. V závěru práce jsou shrnuty dosažené výsledky. V práci jsou použity metody generalizující abstrakce, vertikální kvalitativní analýza, analogické odvozování a metoda průměrných hodnot.

The diploma thesis is focused on evaluation of the preparation procedure for the construction of the first class roads in the contributory organization of the road and motorway Directorate of the Czech republic. The aim of the thesis is to evaluate key activities, methods and procedures and to propose recommendations for speeding up the preparation of first class roads in Organization of the Road and Motorway Directorate. The analysis of road preparation procedures is carried out from the time of the project intent to the phase of the territorial decision taking into account the time demands. The theoretical part defines the characteristics of the organization, namely the subject of activity, goals, vision, strategy, organizational structure, form of financing, etc. In the practical part there is an analysis of activities and procedures that are carried out in the organization in order to obtain a territorial decision. This analysis is based on examples of roads actually being prepared. The output is the finding of problematic investment activities, or procedures that lead to the extension of the readiness of the line constructions. In the last chapter there is an evaluation of key activities and procedures, which influence the time of preparation and subsequently the achieved results from the performed analysis necessary for the fulfillment of the goal of the thesis are interpreted. Based on the actual outputs, the thesis presents proposals for unification and improvement of procedures in the preparation of first class roads. In conclusion, the results are summarized. In this work are used methods of generalizing abstraction, vertical qualitative analysis, analogous derivation and method of average values.
