Abstract

SUMMARY The dissertation „Consequences of the Basel II Concept Conversion into European Legislation: Implications on the Credit Supply of the German small and medium sized Enterprises“ starts with an analysis of the implications of the Basel II-conception on the financial situation of the small and medium sized enterprises (SME) in Germany. The results were being used for the development of a management target system, following the new challenges and embedded in an integrated rating-management-system. The study exposes the background of the necessity to amend the existing regulatory framework regarding the capital adequacy requirements of the banks and the development of Basel II. As one of the major aspects of the Basel II framework the increased risk sensitivity of the capital requirements has strengthened the credit approval process in the credit institutions as well. For SMEs this change of the business environment - with a high grade of dependency between the corporate finance situation and the specific risk profile of the company – leads to a risk regarding the single credit pricing and the general credit bargain. Thus, it is one of the major assignments for SME´s management, to combat the “Basel II-Problem” – a negative rating leads to a shortage of corporate finance and a weak corporate finance situation leads to a neagtive rating. This problem can only be solved by the acknowledgement of a material catalogue of rating criteria as a matter of management decisions. The implementation of a rating-managementsystem would help management board to react adequately with a holistic conception on the changed business environment and to anticipate the development ongoing. The design and development of the process model for the rating-management-system allows the integrated application of the management system and its scoring-model for any corporate specific situation. In this respect a transformation of the developed rating-management-system model into the corporate practice can be put into effect with low effort. Rating will be a management issue with an increasing importance. An active management of the rating-indicators within an integrated rating-management-system will provide an added value for the SME management and can support management decisions successfully
