Abstract

The diploma thesis deals with the solution of the public service commitment in Bohumín Municipal Hospital. The hospital, managed as a trading company, is annually the recipient of a special-purpose subsidy for the operation granted by the city of Bohumín´s budget. This subsidy is a public funding that cumulatively meets all the features of public support. Public support is generally incompatible with the European Union's internal market and can only be granted on the basis of one of the exceptions. One of the exceptions is the provision of services of general economic interest, which is carried out on the basis of a public service commitment. For the performance of these services, the company receives compensation, which is the just subsidy mentioned above. The purpose of this work is to process and evaluate the proposed procedure for resolving the public service commitment, which is undeniably linked to the calculation of compensation.
