Zdravotné poistenie v Českej republike

Abstract

Táto bakalárska práca je venovaná verejnému zdravotnému poisteniu v Českej republike. Je to téma, ktorá sa týka všetkých občanov, ktorý by mali byť v tomto systéme zahrnutý a informovaný o ňom, takže táto práca prináša jednoduchý prehľad o tejto oblasti. Prvým cieľom bolo túto problematiku vysvetliť teoreticky začínajúc s malým zhrnutím základov/histórie zdravotného poistenia a charakteristikou systému verejného zdravotného poistenia. Uvedené sú napr. osoby, ktoré sú účastníkmi zdravotného poistenia, objasnené právo voľby zdravotnej poisťovne, problematika Európskeho preukazu zdravotného poistenia (EHIC) alebo práva a povinnosti poistencov. Základnou povinnosťou poistencov je platenie poistného. Táto problematika je objasnená v ďalšej kapitole práce. V súvislosti s odvodom a platbou poistného sú vysvetlené pojmy ako vymeriavací základ, výpočet poistného a jeho odvod, a to u všetkých skupín platcov poistenia, teda u zamestnancov, zamestnávateľov, osôb bez zdaniteľných príjmov, osôb samostatne zárobkovo činných a osôb, za ktoré je platcom poistného štát. Na základe praktických príkladov je objasnený spôsob výpočtu výšky poistného. Ďalšou dôležitou otázkou je financovanie zdravotnej starostlivosti v segmente praktických lekárov, kde sú objasnené jednotlivé spôsoby úhrady zdravotnej starostlivosti. V závere je poskytnutý stručný popis najväčšej poisťovne v ČR, ktorou je VZP ČR.

This bachelor thesis is about public health insurance in Czech Republic. This topic concerns to all citizens in which they should be involved and be informed about, so this work will bring an easy overview about this area. One of the goals was to explain this problematic theoretically starting with small summary of the basis/history of health insurance and characteristics of public health insurance system. There are listed persons which are participating in health insurance, clarified right of choose of health insurance, problematic of European health insurance card (EHIC) or rights and obligations of insured. The basic duty of insured is payment of insurance. This issue is clarified in next chapter of work. With connection of the levy and payment of insurance are explained the definitions as assessment basis, calculation of insurance and levy in all the groups of insurance payers, it means for employees, employers, self-employed persons, persons without taxable incomes and persons for which the insurance payer is the state. By practical examples is explained method of calculation amount of insurance. The next important question is financial of health care in the segment of general practitioners, where are clarified several methods of financial of health care. At the end is provided a short description of the biggest health insurance in Czech Republic, which is VZP ČR.
