Abstract

PUBLIC PROCUREMENT IN PROJECTS CO-FINANCED BY EU STRUCTURAL FUNDS IN THE CZECH REPUBLIC

The aim of the diploma thesis is to identify and describe the process of procurement in projects of EU structural funds in the Czech Republic. Then apply the theoretical basis for example small-scale contract financed by the European Social Fund.

In the second chapter, the main focus on the definition and explanation of basic concepts that is typical for public contracts. There is legislation clarified Czech Republic and the European Union, which is the procurement indispensable. This raises the division and the types of contracts, as well as their role in the project cycle management of the European Union. The second theoretical part of the third chapter, in which there are specific procedures for the award of public contracts pursuant to Act No. 137/2006 Coll. Procurement methods or by public procurement not covered by that law are also described four specific thematic operational programs, which are governed by the relevant methodologies.

The practical part is devoted to the last fourth chapter, which focuses on the preparation and implementation of procurement of ESF, in particular through the Operational Programme Education for Competitiveness. It deals with the characteristics of the selected project, and then a particular public contract that is implemented within the project. There is a complex description of the implementation and evaluation of public procurement.
