Abstract
“Financing Culture and Public Budget”
Conception of culture in the Czech Republic contains the area of the Arts, literature and libraries, cultural monuments, cultural heritage (museums and galleries), matters relating to churches and religious societies, the area of the Copyright, the area of media and audio vision and the area of cultural and educational activities. The main cultures role is production, creation, mediate and protection of public goods. Public goods with positive externalities are produced by culture therefore financial aid from public budgets is more than necessary. The thesis deals with the matters of financing culture from public budgets in the Czech Republic. Public budgets are the main source of financing culture. Since 1990 has been a question of financing culture activities moving closer to settlements. To context with reform of the public administration was decentralization of administration done. Due to decentralization of administration was responsibility for public activities of culture transferred to municipalities and regions. Municipalities and regions are responsible for protection and development of cultural value in their territory. Municipalities and regions as an independent competence adjudicate of culture expenditure. A significant influence on culture has a location of municipality and region within regions of the Czech Republic, level of infrastructure, the character of settlements, settlement type, demographic structure of population, unemployment, level of household income etc.
The thesis aims to appraisal fiscal decentralisation funding of culture in the regions of the Czech Republic, point to those differences and find out arguments for those differences.
Financing of the culture in the regions means financing culture by regions, by municipalities as well as by Voluntary Association of Municipalities located within Czech regions. Financing of culture in the regions include activities of libraries, museums and galleries, theatres, proposal of culture, social, educational programs of cultural centers, voluntary activities, non-governmental non-profit organization and also festivals and events etc.
Review of fiscal decentralisation is performed by correlation and dependence effect of funding culture. Each analyse part of correlation and dependence is supplemented with recommendation of funding culture.
