Simulace vybrané mimořádné události v prostředí XVR

Abstract

This thesis presents a case study of an IF4-category tornado that struck South Moravia on June 24, 2021, and, based on this study, proposes a step-by-step timeline of the event’s progression and its anticipated resolution within the 3D simulation environment of XVR software. The case study documents the course of the emergency, an analysis of the damage in the affected municipalities, and the activities of crisis management authorities from the first reports through to the stabilization of the situation. From this basis, a structured sequence of key events is derived and converted into a Master Scenario Events List for the regional crisis management team’s command post exercise, and a 3D scene of the center of the tornado-stricken municipality is created in the XVR On Scene module, into which significant situations from the real-world incident are concentrated using the principle of spatial condensation. The scene utilizes its own library of 3D models of damaged buildings and infrastructure created in Blender software. The result is a reproducible methodology linking the strategic and tactical levels of crisis management training.
