Abstract

Budget deficit is common conception incident in media, scientific literature or in daily contact abroad. Usually, we speak about conventional deficit, which is defined as difference between general budget revenue and expenditures. We use also alternative budget deficits. These deficits can better describe situation of public finance. Alternative budget deficits are current deficit, primary deficit, domestic deficit, operational deficit, structurally adjusted deficit and cyclically adjusted deficit. GFS 2001 and ESA 95 methodologies are used to allocate budget deficit of public sector. Quantification of particular budget deficits is often quite difficult and problematic. Some discrepancies can be shown too. Part of thesis deals with quantification of particular budget deficits in Czech Republic. This thesis documents the way of budget deficits calculating and budget deficits value trends in Czech Republic in period 2000-2008 (eventually 2000-2011). The last chapter points to is aimed on short rating of situation of public finance in Czech Republic. This chapter evaluates ”expansiveness“ fiscal policy, the ability of government in filling state budget and performing Maastricht convergence criteria of public finance. It also indicates possible risks and tendencies in public finance development in Czech Republic in the future.
