Srovnání výdajů krajů na školství

Abstract

Tématem bakalářské práce je srovnání výdajů krajů na školství. Teoretická část je věnována charakterizaci krajů, jejich hospodaření a rozpočtu. Dále je teoretická část věnována financování školství v krajích. Cílem práce je zhodnotit výdaje krajů na školství zřízené krajem a získat odpověď na výzkumnou otázkou, zda kraje v oblasti školství vynakládají srovnatelné množství finančních prostředků. Toho je dosaženo prostřednictvím praktické části bakalářské práce. Nejdříve je zpracovaná základní charakteristika krajů, následně jsou analyzovány celkové výdaje krajů a výdaje krajů na vzdělávání. Také je provedena analýza počtu žáků a obyvatel krajů za vybrané pětileté období. Na závěr jsou analyzovány vynaložené výdaje jednotlivých krajů na školy, u nichž kraj figuruje jako zřizovatel, přepočtené na jednoho žáka krajské školy a obyvatele kraje. Jedním z hlavních zjištění práce je, že výše výdajů krajů, celkových i na školství, se odvíjí zejména od velikosti krajů. Rozdíl mezi kraji ve výdajích na školy zřízené krajem je pak dán převážně velikostní strukturou krajských škol v kraji, jejich počtem a počtem žáků, kteří krajské školy navštěvují.

The theme of the bachelor's thesis is a comparison of regional expenditures on education. The theoretical part is devoted to the characterization of regions, their economy and budget. Furthermore, the theoretical part is devoted to the financing of education in the regions. The aim of this thesis is to evaluate the regional expenditures on education founded by the region and to obtain an answer to the research question whether the regions spend a comparable amount of funds in the field of education. This is achieved through the practical part of the bachelor thesis. First, the basic characteristics of the regions are processed, and then the total regional expenditures and regional expenditures on education are analyzed. An analysis of the number of students and number of population of the regions for a selected five-year period is also performed. Finally, the expenditures of individual regions on schools for which the region appears as a founder, calculated per one pupil of the regional school and inhabitants of the region, are analyzed. One of the main findings of the work is that the amount of regional expenditures, both total and on education, depends mainly on the size of the regions. The difference between regions in expenditures on schools established by the region is then mainly given by the size structure of regional schools in the region, their number and the number of students who attend regional schools.
