Financování středních škol Moravskoslezského kraje se zaměřením na oblast informačních a komunikačních technologií

Abstract

Diplomová práce se zabývá financováním středních škol Moravskoslezského kraje a je zaměřená na oblast informačních a komunikačních technologií. Cílem diplomové práce je na základě analýzy finančních nákladů investovaných do oblasti informačních a komunikačních technologií navrhnout další zdroje pro financování této oblasti. Řešení práce vychází z hypotézy, že střední školy Moravskoslezského kraje jsou vybaveny výpočetní technikou na úrovni odpovídající republikovým průměrům, ale finanční prostředky z příspěvku zřizovatele jsou pro další rozvoj škol v této oblasti nedostačující. Organizace tak musí hledat pro zajištění chodu, další údržby a obnovy pořízené výpočetní techniky jiné zdroje financování. Teoretická část práce je zaměřena na financování regionálního školství v České republice. Jsou popsány zdroje finančních prostředků pro školy a školská zařízení, jejich zřizovatelem jsou územně samosprávné celky – obce a kraje. Dále je vysvětlena právní forma příspěvkové organizace a principy jejího zřízení a hospodaření. S ohledem na zaměření práce jsou specifikovány zásady finančních vztahů mezi příspěvkovými organizacemi – středními školami v Moravskoslezském kraji a jejich zřizovatelem – krajem. Praktická část se zabývá analýzou úrovně vybavení výpočetní techniky u středních škol, jejichž zřizovatelem je Moravskoslezský kraj se zaměřením na financování nákladů na informační a komunikační technologie, a to z příspěvku od zřizovatele. Dále jsou středním školám nabídnuty návrhy a doporučení k získání dalších zdrojů pro financování a udržení standardu v oblasti informačních a komunikačních technologií, např. z prostředků projektů Evropské unie.

The final thesis deals with the financing of secondary schools of the Moravian-Silesian Region and is focused on information and communication technologies. The aim of the final thesis is to propose other sources of financing into this area on the basis of analysis of financial expenses invested into information and communication technologies. The solution is based on the hypothesis that secondary schools of the Moravian-Silesian Region are appropriately equiped with computing technologies according to the republic average but the financial means from the subsidy of the founder are inadequate. Organizations are forced to look for other financial resources to provide for the working, maintenance and modernization of the information technologies. The theoretical part is aimed at the financing of regional schools in the Czech Republic. The resources of financial means for schools and school institutions are described whose founder are villages or regions. Then the legal form of allowance organization, the principles of its establishment and management is described. Considering the topic of the thesis the rules of financial relation between the allowance organizations – secondary schools of the Moravian-Silesian Region and their founder – the region is specified. The practical part is concerned with the analysis of the quality of IT equipment in the secondary schools whose founder is the Moravian-Silesian Region with the focus on the financing of information and communication technologies from the subsidy of the founder. Then the plans and recommendations are offered to secondary schools to gain other resources for financing and keeping the standard of information and communication technologies, e. g. from the means of Europen Union.
