Posouzení vlivu pandemie na zabezpečení objektů kritické infrastruktury pracovníky soukromé bezpečnostní služby

Abstract

Tato diplomová práce se věnuje posouzení vlivu pandemie na zabezpečení objektů kritické infrastruktury bezpečnostními pracovníky. Úvodem je provedena rešerše právních předpisů a literatury týkající se kritické infrastruktury, její ochrany a také fyzické ostrahy v systému fyzické ochrany objektu. Následně je popsán vliv pandemie na ochranu objektů kritické infrastruktury. Na tuto část navazuje provedené dotazníkové šetření, zkoumající povědomí veřejnosti o kritické infrastruktuře a její názor na fyzickou ostrahu. Následuje provedení analýz bezpečnostních rizik, která mají vliv na zabezpečení objektů kritické infrastruktury fyzickou ostrahou v době pandemie. Závěr práce navrhuje pandemický plán pro soukromé bezpečnostní služby, včetně zavedení hygienických opatření proti šíření pandemie a postupy pro nahrazování a zaškolování nových bezpečnostních pracovníků.

This diploma thesis deals with the assessment of the impact of a pandemic on the security of critical infrastructure facilities by security staff. At the beginning, a search of legislation and literature on critical infrastructure, its protection as well as physical security in the physical protection system is carried out. Subsequently, the impact of the pandemic on the protection of critical infrastructure facilities is described. This part follows the questionnaire survey, which is examining the public awareness of critical infrastructure and its opinion on physical security. It follows the analysis of security risks that affects the security of critical infrastructure facilities by physical security during a pandemic. The conclusion of the thesis proposes a pandemic plan for private security services, including the introduction of hygienic measures against the spread of pandemic and procedures for replacing and training new security staff.
