Abstract
Water-supply engineering is a sector that decisively affects standard of living of the population and thus functioning of the state. Its importance for proper functioning of the state continuously grows because of the worsening climatic conditions that affect the quality and amount of water suitable for treatment into potable water and the increasing dependency of the population and subjects of the state public infrastructure on uninterrupted supplies of potable water. Hence, increased political, societal and professional attention is paid to the water-supply engineering as a component of the state's technical infrastructure and a separate scientific discipline.
Newly emerging natural and anthropogenic dangers and risks connected with operation of the water-supply system can cause emergency situations that affect continuity, quality and amount of the produced and distributed water.
This dissertation thesis involves research into this issue. The thesis analyses the water-supply system as a process of raw-water collection, its treatment into potable water and distribution to the end user. It searches for and describes the individual risks that affect this process and suggests a method of their prevention or minimizing the potential social and economical impacts. The research is conducted in light of the water-supply control during emergencies that affect the quality, amount and distribution of water as regards water supply to technical subjects of the state's public infrastructure. Its output concerns recognition and definition of potential basic risks connected with individual elements of the water-supply system; it suggests management of the risks and management of the water-supply system during an emergency. The concept proposes a system of organization and control of these emergencies within a waterworks company, which is an operator of the water-supply system. It also suggests a technical management system for the water-supply system and a structure of the management information system for operation of a waterworks company. The thesis concludes with evaluation of the proposed management process and proposal for evaluation of this benefit in real conditions of a waterworks company. Based on the executed recherche, thus approached method of research into emergency management of water-supply systems has not yet been achieved.
