Kybernetická bezpečnost ve veřejném sektoru

Abstract

The objective of this bachelor thesis is to study cybersecurity and to propose measures to ensure protection against cyber attacks with a focus on the public sector.

The thesis uses the methods of describing cybersecurity, especially cyber attacks and ways to protect against them, the method of analyzing both the public sector and the legal regulation of cybersecurity and risks. The thesis also uses the method of comparison, where 2 risk analyses are compared, thanks to which only the relative and most significant risks are obtained.

The result of this work is the proposal of a system of measures, for a selected public authority. A model regional hospital, which falls under the Ministry of Health, has been selected for this work. These measures aim to reduce the level of the most significant risks identified to an acceptable limit.

The thesis concludes with an economic assessment of both the proposed measures and the potential attack.
