Abstract

The aim of the dissertation is the development of mining practices in the zone of newly approved territorial ecological limits at the Bílina Mine within the EIA process. Mining activities are taking place around this quarry under the Bílina Mine POPD for the period 2010-2030. Following the approval of the EIA process, it is necessary for the smooth, safe, and economic progress of the entire quarry within the new territorial-ecological limits to extend the progress of the cuttings as far south as possible to the boundary of the new mining limits. However, this extension is limited by the current line of the current POPD 2010 - 2030. In order, to continue mining within the territorial ecological limits in accordance with Government Resolution No. 827/2015, which is fully in line with Section 30, paragraph (3), letter a) of the Mining Act No. 44/1988 Coll., i. e. when exploiting exclusive deposits, it is necessary to extract the reserves of the exclusive deposit as fully as possible, with the least possible losses and pollution. The new POPD with the working title "Continuation of mining activities - Phase I Bílina Mine 2019 - 2035" was approved by the Most OBÚ on 14. 3. 2023 but did not enter into force due to the withdrawal of some organisations, which creates a problem in the implementation of the new development of the Bílina Mine. Based on the totality of the information related to the given restriction, it is necessary to react in advance and to establish measures that will allow the progress of the Bílina Mine in the following years under all legislative conditions.
