Abstract
Chemical companies under the wording of the Act No. 59/2006 Coll. the prevention of major accidents (so called SEVESO II directive) are involved in assessing the reliability of human factor. Those are required to evaluate the influence of human factor to an object or device in accordance with relevant sources of risk. However, no legally binding instrument provides further details of this analysis. It is significantly reflected on quality of documents, which are submitted to state administration and local governments to be reviewed. This dissertation thesis aims to bring an optimized procedure for handling this issue fully in accordance with existing scientific and technological knowledge. In order to set suitable methodology numerous sources were studied summarizing both the most modern theoretical approaches and experience from abroad. The study of the problem confirmed that analyses processing concerning reliability of human factor is not a simple issue within Europe. The importance of the issue is aware in the most of old EU member countries as human failure is the cause of the most industrial accidents. Therefore it is obvious that the results of well processed analysis of reliability of human factor can be a valuable source of information not only for state administration and local governments but especially for entrepreneur himself as it enables to find weak point inside working system and to design effective measures in order to reduce the risk of major accident.
