Hospodaření obce se zaměřením na dotace

Abstract

Cílem této práce je zhodnocení vlivu dotací na hospodaření obce. Hypotéza zní: Obec by nebyla schopna bez přijatých transferů fungovat a realizovat finančně náročné projekty, které přispívají k rozvoji a rozkvětu obce. V první části je zaměřena na teoretické principy hospodaření obce. Druhá kapitola se zabývá samotnou analýzou hospodaření konkrétní obce. V poslední části se nachází celkové zhodnocení vlivů dotací na hospodaření konkrétní obce, kde jsou dotace rozebrány a popsány z různých hledisek, a to z hlediska investičního charakteru dotací, hlediska nároku, kde jsou obě hlediska přepočítána na jednoho obyvatele a nakonec je zhodnocen vliv dotací na hospodaření obce. Cíl práce byl naplněn a z analýzy také vyplývá, že některé, zejména finančně náročné, projekty by nebyla obec schopná samostatně, bez přijatých transferů profinancovat, případně by si musela vzít úvěr, což není z pohledu hospodaření obcí příliš žádoucí.

The goal of the thesis is to evaluate the impact of grants on the regional management of municipalities. The hypothesis is as follows: The municipality would not be able to function properly without the necessary financial transactions. Projects needed for advancement and development of the municipality could not be executed as well. The first part of the thesis is focused on the theory of management of municipalities. The following part consists of the actual analysis of the municipality itself. The last part contains a summarizations of the impact of the financial grants on the municipality management. The grants are looked upon closely and analyzed from different points of view. Both the investment aspect and the personal impact aspect are analyzed in this part, which is concluded by the impact on the municipality as a whole. The thesis met it is goal and the analysis shows that some of the more financially demanding projects would not be able to be executed without the necessary grants. The grants can be in some cases substituted with loans which are not optimal for the management of any municipality.
