Abstract
The circular economy package adopted by the European Commission in December 2015 aims to achieve a more efficient use of resources in compliance with the principles of sustainable production and consumption. The package consists of the revised Waste Directives and the Circular Action Plan setting out a set of measures for economy circle closure. The legislative proposals included in the package include targets for landfill reduction and improvement of the conditions for further recovery and recycling of individual waste streams, while defining key streams such as packaging or municipal waste. For the correct functioning of the proposed measures, it is necessary to involve all Member States, both at the governmental level and at the level of the producers and the inhabitants themselves. For this purpose, the package proposes the necessary investments in the area of waste management and measures to ensure their clearer and easier implementation. The specified measures concern the entire life cycle of a product, divided into five phases according to the Action Plan (production, consumption, waste management, waste treatment, waste recovery). The circular economy complements and extends already developed activities in waste management and concentrates on the closure of material cycles. The implementation of the principles of the circulation economy is important in relation to conservation of primary sources, environmental protection and also to reduction of expenses in the industry. For successful integration of the circular economy package into the Czech Republic's waste management the political support, the creation of appropriate economic conditions, the unification of individual waste management methodologies and definitions and providing of adequate training and workforce are needed.
