Strukturální fondy Evropské unie a jejich využívání vyššími územně správními celky ČR

Abstract

Tato práce se zabývá strukturálními fondy Evropské unie a jejich využíváním v rámci vyšších územních správních celků České republiky. Má poukázat na podobnosti i rozdíly mezi jednotlivými kraji a celkově charakterizovat přínos evropských dotací na rozvoj jednotlivých regionů. První část se zabývá historií regionální politiky Evropské unie, zákonitostmi podpory rozvoje regionů i nástroji a zásadami, jakými je uplatňována. Následuje přehled jednotlivých fondů a oblastí jejich využití. V další části je popsáno čerpání a využívání strukturálních fondů kraji s ohledem na jednotlivá programovací období. Podrobněji jsou porovnány pouze kraje Ústecký a Moravskoslezský, protože problematika využití strukturálních fondů kraji je velmi obsáhlá. Na závěr jsou vyšší územní správní celky zhodnoceny z hledisek dosažených ukazatelů a jsou uvedeny důvody, které mohly výsledky ovlivnit.

This work deals with the European Union structural funds and their use in the territorial administrative units of the Czech Republic. It has to point out similarities and differences between regions and characterize the overall contribution of European subsidies for the development of individual regions. The first part deals with the history of EU regional policy, patterns of regional development and support tools and principles, such as it is applied. Below is an overview of each fund and their areas of use. The next section describes the utilization and use of structural funds by the regions with regard to particular programming periods. Only Ústí Region and Moravian-Silesian Region are compared in detail because the issue of the structural funds by the regions is very extensive. In conclusion, the territorial administrative units are assessed for aspects of the indicators achieved and the reasons that could affect the results are mentioned.
