Abstract

The aim of the thesis is to consider the chances of the operation threats for the local emergency committee with extended scope of authority, in case of a communication failure to upper level emergency committee. Preliminary, the thesis is focused on the public administration description in the Czech republic and a characteristic of the Czech republic security system. Further part deals with a legal scope, which is essential for the issues solution. The description of the way the emergency events and emergency scenario are managed in the Czech republic is also included. The function and the operations taken by the emergency committee in a specific scope of activity are mentioned there as well. The thesis devotes to the normal operation conditions in the local emergency committee with extended scope of authority and possible communication failures between emergency committees. The description of a situation where no connection between the local emergency committee with extended scope of authority and upper level emergency committee exist, concludes the whole issue.
