Abstract

Tématem diplomové práce je Materiálně-technické zabezpečení Magistrátu města Ostravy. Zadané téma diplomové práce spadá do veřejné politiky na lokální úrovni, která řešení problémy obce, ovlivňuje životní podmínky občanů. Subjekty této politiky jsou zastupitelstvo města, rada města, primátor, občané obce, občanská sdružení, nadace, politické strany, lobbisté. Objektem lokální politiky jsou všichni obyvatelé města. V úvodu se tato práce věnuje stručné charakteristice statutárních měst, orgánů města a technickému zabezpečení její správy, které je vedle lidské stránky pro činnost veřejné správy a jejich institucí důležitým předpokladem. Další část je věnováno městu Ostravě, obecné charakteristice statutárního města Ostravy, historii města, orgánům statutárního města a jejich pravomocem a stručné charakteristice městských obvodů. V závěru se práce zabývá materiálně-technické zabezpečení magistrátu města Ostravy, dislokaci jednotlivých pracovišť, vybavení administrativních budov, jejich správou a údržbou. Stěžejní části práce je analýza materiálně-technického zabezpečení MMO.

The topic of this diploma thesis is the Material-Technical Provision of the Ostrava City Authority. This subject matter belongs to the public policy level that solves community matters and influences living conditions of the residents. Public entities of this policy are the City Assembly, the City Council, the Mayor, the community residents, the community associations, the foundations, the political parties and the lobbyists. All the citizens are the object of the local policy. The introduction includes a brief characteristic of the Statutory City of Ostrava, the city bodies, technical provision of its authorities which is next to the human element an important requirement for the public administration operation. The next part describes the City of Ostrava, general characteristic of the Statutory City, its history, the statutory City Bodies, their competencies and a brief characteristic of the Municipal Districts. The final part of this thesis deals with the material and technical provision of the Ostrava City Authority, the dislocation of individual workplaces, office equipment, its administration and maintaining. The fundamental part is the material and technical provision analysis of the Ostrava City Authority.
