Zhodnocení organizace a financování samosprávy v podmínkách územně členěného statutárního města

Abstract

This diploma thesis deals with the issue of the evaluation of the organisation and financing of self-government in the conditions of a territorially structured statutory city Ostrava. It presents self-governing determination and statutory city Ostrava and its self-governing districts financing. The compiled history and dividing of Ostrava city into the districts is mentioned ,too. The goal is evaluation of organisation model and self-government financing and its tasks in the conditions of statutory city Ostrava during years 2013-2017. Author uses Pearsonś correlation coefficient method and data envelopment analysis model. Analysis of financing is compiled on the basis of reported information and others internal sources. By present analysis efficient and unefficient districts have been uncovered. The most effective districts are situated in P4 model and the least in P2 model. From the point of view of efficiency the best district is Nová Bělá district.
