Vliv změn ve financování přenesené působnosti na příjmy obcí s rozšířenou působností

Abstract

The aim of this bachelor‘s thesis is to evaluate the change of the subsidy for delegated administration in municipalities with extended powers in the Moravian-Silesian region between 2016 and 2021. In this period, performance financing was introduced for some agendas. In performance financing, the size of the subsidy is calculated based on the number of tasks performed, as opposed to a per-capita financing, where the subsidy is calculated based on the population in a given administrative district. In the whole Moravian-Silesian Region, the change in the type of financing had no connection with the share of the subsidy in the total income of municipalities. However, this share developed differently for each individual municipality. From examining the connection between the size of the municipality, and income from the performace-financed subsidy per 1 inhabitant, it follows that smaller municipalities have somewhat higher income from the performance-financed part of the subsidy, compared to larger municipalities.
