Právní normy v oblasti vybraných obnovitelných energetických zdrojů a jejich vliv na realizaci

Abstract

Lengthy permitting processes prevent the massive expansion of renewable energy installations. This is particularly noticable in case of wind power plants. Without massive increase in the installed capacity of photovoltaic and wind power plants, it won´t be possible to achieve the target share of gross final energy consumption from renewable sources in the total final energy consumption in the Czech Republic, which was set in the National Climate and Energy Plan, within next five years. EU legislators have through the revised Directive on the promotion of the use of energy from renewable sources clearly declared the public interest in accelerating the increase in the installed capacity of renewable energy installations, especially photovoltaic and wind power plants. Parliament will soon debate the government´s bill on accelerating the use of renewable energy sources, which is intended to transpose EU legal standards with the potential to dramatically speed up the permitting process. The success of the transition from a fossil-based energy sector to a renewable energy sector may depend on the quality of the domestic transposition measures, respectively whether the Czech Republic makes use of all oportunities offered by EU standard-setters.
