Posouzení a zhodnocení bezpečnosti říčních děl

Abstract

Diplomová práce rozebírá bezpečnostní situaci jezů na řekách Morávka a Ostravice a vytváří návrh inovace zabezpečení formou lepší informovanosti a instalace bezpečnostních a záchranných prvků. Teoretická část se zaměřuje na právní a normativní úpravu, podstatu vzniku nebezpečí pod jezem, možnosti záchrany tonoucího z vývaru a zkoumá nebezpečné jezy na zmíněných řekách. Praktická část obsahuje návrh konkrétních zlepšujících aktivních i pasivních opatření a hledá možnosti eliminace základních příčin utonutí, stanovených pomocí analýzy ETA.

This diploma thesis discusses the safety situation of Morávka and Ostravice river weirs and suggests an innovation in its safety in the formo f increasing public awareness and by installing protective and rescue elements. Theoretical part of the thesis is focused on legal and normative regulation, the mechanism of danger under the weir, the possibility of rescuing drowning people from recirculating water and examines dangerous weirs on mentioned rivers. The practical part of the theses contains a proposal for specific active and passive measures and seeks to eliminate the root causes of drowning determined by ETA analysis.
