Abstract

This diploma thesis deals with the issue of public administration building protection and the preparedness of employees for emergency situations. The aim of the thesis is to identify hazards that may affect the safety of persons and the operation of the building and, based on their evaluation, to propose procedures for employees in dealing with crisis situations. The theoretical part defines basic concepts in the field of crisis management, the legislative framework, and the role of public administration in population protection, including risk management and the concept of resilience. The practical part focuses on the analysis of a specific public administration building. Based on its characteristics, internal and external hazards were identified and subsequently evaluated using the CARVER method, which was adapted for the purposes of this thesis with regard to the specifics of the analyzed object. The results of the evaluation served as a basis for proposing specific procedures for employees in case of evacuation and power outage. The proposal also includes clear checklists that enhance the practical applicability of the thesis.
