Téma diplomové práce je Zavedení místních výborů v městském obvodu Ostrava-Jih. Cílem diplomové práce je podat návrhy na zdokonalení správy obvodu s možností zavedení místních výborů. Městský obvod Ostrava-Jih je schopen veškeré návrhy realizovat. Pro účely této práce byly ověřovány 2 hypotézy. Tou první je, že obvod zatím nevyužil všech možností, které mu dává legislativa ke zdokonalení správy obvodu. Druhou hypotézou je, že zavedení osadních výborů je sice spojeno s navýšením nákladů, avšak v dlouhém období vytváří podmínky pro větší aktivitu občanů a jejich zapojení do správy městského obvodu. Obě hypotézy se potvrdily. Tato práce je roztříděna do pěti kapitol. První kapitolou je úvod. Druhá kapitola pojednává o teoretickém pojetí statutárních měst a územní samosprávě. Třetí kapitola se pak zaměřuje na poznání městského obvodu Ostrava-Jih (veřejné služby v obvodu, obyvatelstvo, počet domů a bytů). Ve čtvrté kapitole jsou uvedeny návrhy a doporučení na racionalizaci správy, včetně návrhu na zavedení místních výborů. Poslední kapitolou je závěr se zhodnocením práce a ověřením hypotéz.

Establishment of local committees in the urban district Bc. Kateřina Šusteková

Thesis topic is the introduction of local committees in the urban district of Ostrava-Jih. The aim of this thesis is to present proposals for improving the district administration with the establishment of local committees. District Ostrava-Jih is able to implement any proposals. For purposes of this thesis were tested 2 hypotheses. The first is that the district has not exercised any options, it makes legislation to improve the administration. The second hypothesis is that the introduction of parish committees is indeed associated with an increase in costs, but in the long run, create conditions for more active citizens and their involvement in the administration of the urban district. Both hypotheses were confirmed. This work is categorized into five chapters. The first chapter is an introduction. The second chapter discusses the theoretical concept of statutory cities and municipal authorities. The third chapter focuses on understanding the urban district of Ostrava-Jih (public service in the area, population, number of houses and apartments). The fourth chapter includes suggestions and recommendations on rationalization of administration, including proposal for establishment of local committees. The last chapter is the conclusion of the evaluation work and hypotheses validation.
