Abstract

The dissertation thesis deals with the issue of security and building community resilience in disaster risk reduction in the Czech Republic. The theoretical part describes the current state of the issue, including an analysis of the terms used in the field, mainly the terms resilience, community, and vulnerability. Subsequently, the acquired knowledge about security, resilience, and protection of the population in the Czech Republic and abroad is summarised. The analytical part is devoted to identifying vulnerable sectors and socially vulnerable groups at the local level and analysing adverse events threatening the local community, including the expected impacts. The practical part of the work presents a methodological procedure for ensuring the functioning of the community during adverse events, focusing on the evaluation of prevention, preparedness and building community resilience in the municipality in the Czech Republic. The methodology also includes a design algorithm to illustrate the graphical evaluation process.
