Abstract

Diplomová práce se zabývá aplikací zákona o svobodném přístupu k informacím na oblast informací vznikajících při operační činnosti jednotek požární ochrany. První teoretická část uvozuje pojmy informace a operační činnost. Jsou zde rozebírány charakteristiky a druhy informací a druhy operačních činností. Druhá praktická část diplomové práce se zabývá popisem obecné právní situace v oblasti svobodného přístupu k informacím v České republice. Dále je zde proveden rozbor judikatury zaměřený na řešenou oblast. Závěr praktické části obsahuje materiál pro potřebu odborné přípravy velitelů jednotek požární ochrany, řídících a velících důstojníků Hasičský záchranný sbor České republiky.

The thesis deals with application of the law on free access to information in the area of information generated from operating activities of fire protection units. The first theoretical part introduces the concepts of information and operational activities. There are analyzed the characteristics and types of information and types of operational activities. The second part of the thesis describes the general legal situation of free access to information in the Czech Republic. Furthermore, there is an analysis of the case-law focused on the area in question. The conclusion of the practical part contains the material for the training needs of commanders of fire protection units, leading and commanding officers of the Fire and Rescue Service of the Czech Republic.
