Abstract

This diploma thesis deals with banking regulation and supervision with a focus on the EU. The aim is to estimated potential risks and benefits that may be associated with the project of EU Banking union. President of the European commission presented the concept of the new banking arrangements for euro area in 2012. It has to lead to the restoration of financial stability. The theoretical part of the thesis deals with selected aspects of banking regulation and supervision. There are defined main causes of regulation, fields of banking regulation and supervision, objectives and institutional arrangements. In the practical part system of regulation and supervision in the EU and selected Member States is characterized, but also in the United States of America. The attention is then paid to the financial crisis which affected also the European banking markets in 2008 and there are described taken and proposed measures to address the crisis in the financial market. The last part of the work is devoted to the description of the current problems in the euro area markets and to estimating the possible positive and negative impacts of the banking union project with three pillars - single supervisory mechanism for banks led by European central bank, establishment of single rulebook, common deposit protection and a single bank resolution mechanisms for both member and non-member states proposed integrated banking union. It is not possible to determine real effects because of the character of the topic and level of implementation of the proposals.
