Varování a informování obyvatelstva SMS zprávami na území postiženém mimořádnou událostí

Abstract

Diplomová práce se zabývá oblastí varování a informování obyvatelstva. V první části práce je řešeno současné pojetí systému sloužícího pro včasné varování obyvatelstva a jeho informování v České republice a v zemích EU. Následně jsou ve vybraných evropských státech analyzovány nově vznikající systémy varování a informování obyvatelstva. Na základě analýzy je provedeno zmapování možností poskytovatelů mobilního spojení pro oblast varování a informování obyvatelstva. Stěžejní částí diplomové práce je návrh řešení pro tuto oblast s využitím SMS zpráv. V závěru práce jsou prezentovány možnosti směrování dalších postupů v dané oblasti a návrh eventuelního využití takovéhoto systému v praxi.

The thesis is focused on the area of warnings and providing information for population. In the first part of thesis there is described the current conception of a system that is used for warnings and information providing for population of the Czech Republic and people in the region of EU. Consecutively there is an analysis of new emerging systems used for early warnings and providing information in some other European states. Depending on this analysis, I developed monitoring for mobile phone operators that can be used by government for providing of early warnings and further information for Czech inhabitants. Major part of the thesis is the proposal of solution for early warnings and information providing via short message service. In the conclusion there are introduced some other possible approaches for the area of early warnings and information providing as well as the proposal of using those systems into practice.
