Resilience kritických subjektů v odvětví Doprava

Abstract

Tato práce je zaměřena na resilienci kritických subjektů pozemní dopravy. S rostoucím počtem nežádoucích událostí a rostoucí hrozbou terorismu a válečných konfliktů roste také potřeba zvyšovat odolnost neboli resilienci kritických subjektů a tím prvků kritické infrastruktury. Nově vydaná směrnice Evropského Parlamentu a Rady o zvyšování resilience kritických subjektů významně posouvá téma resilience a nastavuje jednotný přístup členských států k posilování resilience kritických subjektů. V práci je provedena deskripce resilience v systému kritické infrastruktury a deskripce kritických subjektů v odvětví Doprava se zaměřením na pozemní dopravu. Druhá část práce je zaměřena na faktory a přístupy posuzování resilience. V závěru práce jsou definovány vhodné faktory pro posuzování resilience kritických subjektů pozemní dopravy.

This work focuses on the resilience of critical land transport actors. With the increasing number of adverse events and the growing threat of terrorism and war conflicts, there is also a growing need to increase the resilience of critical entities and with that resilience of critical infrastructure elements. The newly issued Directive of the European Parliament and of the Council on enhancing the resilience of critical actors significantly advances the topic of resilience and sets a unified approach for Member States to strengthen the resilience of critical actors. In this paper, a description of resilience in the critical infrastructure system and a description of critical actors in the Transport sector with a focus on land transport is made. The second part of the thesis focuses on resilience assessment factors and approaches. The thesis concludes by defining appropriate factors for resilience assessment of critical actors in the Land Transportation sector
