Zabezpečení a financování voleb do zastupitelstva kraje

Abstract

Tato bakalářská práce se zabývá zabezpečením a financováním voleb do zastupitelstva kraje v Moravskoslezském kraji. Cílem práce je analýza zabezpečení voleb, zhodnocení finančních prostředků a výsledků voleb do zastupitelstva kraje v letech 2012, 2016 a 2020. Pro dosažení cíle je použita komparativní analýza. Práce je rozdělena do pěti částí, z toho je první část Úvod a poslední část Závěr. V druhé části je vysvětlena přímá volba do zastupitelstva kraje, volební zákony, kterými se volby do zastupitelstva řídí. V této části jsou také zmíněny volební orgány kraje, či jak probíhá hlasování do voleb zastupitelstva kraje. Taktéž je zde věnovaná část pro hlasování voleb do zastupitelstva krajů a Senátu v roce 2020, kdy proběhly změny v právních ustanovení. Část třetí je zaměřena organizačně technickému zabezpečení kraje, kdy je vymezena všeobecná charakteristika kraje a charakteristika kraje Moravskoslezského. Tato část zahrnuje i podrobné informace o organizaci voleb v kraji. Část čtvrtá představuje praktickou část. V této části se hodnotí jednotlivé finanční příjmy a výdaje kraje, které jsou později za dané období porovnány. Uvedena a porovnaná je i volebních účast v letech 2012, 2016 a 2020. Dále je vytvořena komparace výdaje na jednoho oprávněného voliče a jednoho aktivního voliče. Celková volební účast v kraji v roce 2012 dosahovala 33,17 %, v roce 2016 činila 30,58 % a v roce 2020 byla 32,71 %. Lze tedy konstatovat, že volební účast v kraji mírně stagnuje a drží se průměrně kolem 31 %. Rok 2020 byl ve všech porovnávacích prostředků o dost nákladnější než rok 2012 nebo 2016. V roce 2020 bylo kraji přiděleno kvůli onemocnění SARS-CoV-2 např. o 12 774 000 Kč neinvestiční účelové dotace více oproti roku 2016 a oproti roku 2012 o 11 211 000 Kč více, jelikož volby v roce 2020 byly nákladnější z hlediska výdajů. Nejvyšší náklady krajského úřadu na financování voleb tvořily mzdové náklady, a to ve všech sledovaných letech. Volební výdaje na jednoho oprávněného voliče, tak i na jednoho aktivního voliče byly v roce 2016 levnější, oproti roku 2020, jelikož došlo k menšímu počtu voličů u voleb. V roce 2012 oba uvedené výdaje však byly nejlevnější.

This bachelor's thesis deals with securing and financing elections to the regional council in the Moravian-Silesian region. The aim of the work is the analysis of election security, evaluation of financial resources and results of elections to the regional council in 2012, 2016 and 2020. A comparative analysis is used to achieve the goal. The work is divided into five parts, of which the first part is the Introduction and the last part the Conclusion. The second part explains the direct election to the regional council, the election laws that govern the election to the council. This section also mentions the electoral bodies of the region or how the voting for the regional council elections takes place. There is also a section dedicated to voting for the regional elections and the Senate in 2020, when changes were made to the legal provisions. The third part is focused on the organizational and technical support of the region, which defines the general characteristics of the region and the characteristics of the Moravian-Silesian region. This section also includes detailed information on the organization of elections in the region. Part four represents the practical part. In this part, individual financial expenditures and revenues of the region are evaluated, which are later compared for the given period. Turnout in 2012, 2016 and 2020 is also presented and compared. A comparison of expenditures for one eligible voter and one active voter is also made. The total turnout in the region in 2012 was 33.17 %, in 2016 it was 30.58 % and in 2020 it was 32.71 %. It can therefore be stated that turnout in the region is stagnating slightly and is holding at around 31 % on average. The year 2020 was in all comparative means much more expensive than the year 2012 or 2016. In 2020, due to SARS-CoV-2, the region was allocated, for example, 12,774,000 CZK more non-investment earmarked subsidies compared to 2016 and 11,211,000 CZK more than in 2012, as the 2020 elections were more expensive in terms of expenditures. The highest costs of the regional office for financing the elections were wage costs in all monitored years. Election expenses per eligible voter as well as per active voter were cheaper in 2016, compared to 2020, as there were fewer voters in the elections. In 2012, however, both expenditures were the cheapest.
