Aktualizace surovinové politiky Ústeckého kraje

Abstract

Tato diplomová práce se zabývá aktualizací regionální surovinové politiky Ústeckého kraje se zaměřením na stavební kámen a štěrkopísky. Teoretická část analyzuje legislativní rámec a propojení ochrany nerostného bohatství s nástroji územního plánování. Analytická část dokumentuje kritický úbytek zásob v regionu, kde životnost většiny ložisek nepřesahuje deset let, a vyhodnocuje související střety zájmů. Práce predikuje budoucí nároky na suroviny vyvolané rozvojem strategické infrastruktury, zejména vysokorychlostních tratí a dálniční sítě. V závěru jsou formulována návrhová opatření pro zajištění surovinové bezpečnosti kraje a efektivní implementaci surovinových zájmů do územně plánovací dokumentace v souladu s principy udržitelného rozvoje.

This diploma thesis focuses on updating the regional raw material policy of the Ústí Region, specifically addressing construction stone and sand and gravel. The theoretical part analyzes the legislative framework and the integration of mineral wealth protection within land-use planning instruments. The analytical section documents a critical depletion of reserves in the region, where the lifespan of most deposits is under ten years, and evaluates related conflicts of interest. The thesis predicts future raw material demands driven by the development of strategic infrastructure, particularly high-speed rail lines and the motorway network. Finally, proposed measures are formulated to ensure the region's raw material security and the effective integration of raw material interests into land-use planning documentation in accordance with sustainability principles.
