Komparace energetických regulačních úřadů v ČR a ve vybraných zemích EU

Abstract

Práce se zabývá problematikou regulace energetiky, konkrétně srovnáním regulačních orgánů Visegradské čtyřky. První část práce vymezuje regulaci, její důvody a cíle, předpoklady a kompetence regulačních orgánů, specifické znaky energetického sektoru a evropskou energetickou politiku v oblasti regulace. V druhé části práce jsou nejprve charakterizovány regulační autority ve sledovaných zemích a následně provedena komparace předpokladů výkonu regulační funkce (nezávislost, odpovědnost, participace) a kompetencí. Ačkoliv je jedním z nejbližších cílů EU v oblasti energetiky vytvoření jednotného evropského trhu, regulační orgány vykazují určité rozdíly.

The thesis deals with the regulation of energy sector, namely comparison of Visegrad Four´s energy regulatory authorities. The firts part of the thesis is aimed to regulation, its reasons and objectives, the prerequisites and competencies of regulators, the specific features of the energy sector and European energy policy on the field of regulation. In the second part of the thesis there are selected energy regulators introduced at first, and then the comparison of their prerequisites (independence, accountability, participation) and comptencies is made. Although there is one of the most important EU objectives to create a single European energy market, there are proved some differences between the regulatory bodies.
