Vliv zadluženosti na hospodaření města

Abstract

Předmětem diplomové práce je analýza a zhodnocení hospodaření a zadluženosti vybrané obce, v tomto případě statutárního města Frýdek-Místek. První část práce teoreticky popisuje problematiku rozpočtu, hospodaření a zadluženosti obce společně s právní úpravou regulace zadluženosti a vývojem zadluženosti obcí v České republice. V následující části je podrobně analyzováno hospodaření města Frýdek-Místek a jeho dluhová situace v období 2008 – 2013. Hlavním cílem práce je pak získání odpovědi na dvě stanovené výzkumné otázky. První se zabývá zjištěním dopadu a míry vlivu stavu zadluženosti na budoucí hospodaření města. Druhá zjišťuje, zda zadluženost Frýdku-Místku odpovídá stavu zadluženosti podobně velkých statutárních měst.

The subject of this diploma thesis is analysis and evaluation of the financial management and indebtedness of selected municipality, in this case statutory city Frydek-Mistek. The first part theoretically describes budget, financial management and indebtedness of the municipality together with the legal regulation and indebtedness development of municipalities in the Czech Republic. The following part deals with detailed analysis of the financial management of Frydek-Mistek and its debt between years 2008 – 2013. The main goal of this diploma thesis is to find an answer to two research questions. The first question deals with findings of the impact and extent of the influence of the indebtedness to the future economy of the statutory city. The second question provides an answer whether the debt of Frydek-Mistek corresponds to the debt situation of similarly sized municipalities.
