Abstract

This thesis addresses the issue of mitigating climate risks through Nature-based Solutions (NbS) in the context of security planning. The theoretical section analyzes three major climate risks relevant to the Czech environment: extreme precipitation and flash floods, long-term drought, and heat waves, and places them within the framework of the ecosystem approach and applicable strategic documents at both the EU and Czech Republic levels. The second part of the thesis provides an overview of selected NbS measures categorized by spatial level of application, an evaluation of their ecosystem services, and a methodology for assessing their effectiveness. The practical section is devoted to the design of a standardized NbS card as a decision-making tool intended for municipal officials, emergency planners, and project designers. The proposed structure of the card is validated using two completed sample cards for green roof and watercourse revitalization measures.
