Hodnocení a posilování rezistence prvků železniční kritické infrastruktury

Abstract

Disertační práce se zabývá hodnocením a posilováním rezistence prvků železniční kritické infrastruktury. Práce sestává ze tří na sebe navazujících částí. První část je věnována teoretickému vymezení řešené problematiky. Za tímto účelem je provedena deskripce železniční infrastruktury, resilience v systému kritické infrastruktury a především je vymezen pojem a vnímání rezistence. Analytická část práce je zaměřena na analýzu nástrojů hodnocení resilience prvků kritické infrastruktury a přístupů k jejímu posilování. V kontextu rezistence je poté provedena analýza faktorů determinujících rezistenci a nástrojů vhodných k jejímu posilování. Stěžejní částí disertační práce je návrh postupu hodnocení a posilování rezistence prvků železniční kritické infrastruktury. Přičemž k vytvoření daného návrhu je postupováno plněním jednotlivých dílčích cílů návrhové části práce, které spočívají zejména ve vymezení faktorů rezistence, navržení rámce hodnocení rezistence, jakožto východiska k navržení daného postupu, a v navržení nástrojů vhodných k posilování rezistence prvků železniční infrastruktury.

The dissertation focuses on assessing and strengthening the resistance of railway critical infrastructure elements. The thesis is divided into three interrelated parts. The first part is aimed on the theoretical description. For this purpose, a description of railway infrastructure, resilience in the critical infrastructure system and, above all, the concept and perception of resilience is defined. The analytical part of the thesis is focused on the analysis of tools for assessing resilience of critical infrastructure elements and approaches to its strengthening. Then, in the context of resistance, the analysis of factors determining resistance and tools suitable for its strengthening is carried out. The crucial part of the dissertation thesis is the proposal of a procedure for assessing and strengthening the resistance of railway critical infrastructure elements. The development of the proposal is proceeded by fulfilling the individual sub-objectives, which includes mainly defining the factors of resistance, proposing a framework for the assessment of resistance as a starting point for the procedure proposal, and defining tools suitable for strengthening the resistance of railway infrastructure elements.
