Zhodnocení výkonnosti zdravotní péče v ČR a zemích EU

Abstract

Cílem diplomové práce je zhodnocení výkonnosti zdravotní péče v ČR a v zemích EU v letech 2014–2019 pomocí multikriteriální metody TOPSIS. Kromě cíle jsou pro tuto práci definovány dvě hypotézy H1 a H2, přičemž H1 tvrdí, že: „ČR patří ve sledovaném období k nejlépe hodnoceným zemím EU z hlediska dosahované výkonnosti zdravotní péče“. H2 tvrdí, že: „výdaje na zdravotní péči se v zemích EU v průměru mezi lety 2014 a 2019 zvýšily“. Diplomová práce je členěna do šesti kapitol a byla zpracována v rámci Studentské grantové soutěže na Ekonomické fakultě, VŠB-TUO. Výběrovým souborem je 28 států EU včetně Velké Británie a kritérii je devět vybraných ukazatelů zdravotní péče, které do metody TOPSIS vstupují zprůměrované za šestileté sledované časové období. Po výpočtu metodou TOPSIS dojde na základě indexu relativní vzdálenosti ci k seřazení zemí EU od země s nejlepší výkonností zdravotní péče po zemi s nejhorší výkonností zdravotní péče, přičemž bylo zjištěno, že mezi země s nejlepší výkonností zdravotní péče patří Německo, Rakousko a Finsko. Mezi země s nejhorší výkonností zdravotní péče se řadí Rumunsko, Lotyšsko a Bulharsko. ČR spadá mezi průměrné země EU. Cíl diplomové práce byl splněn a obě hypotézy ověřeny.

The aim of the diploma thesis is to evaluate the performance of health care in the Czech Republic and in the EU countries in the years 2014–2019 using the multicriteria method TOPSIS. In addition to the goal, two hypotheses H1 and H2 are defined for this work, while H1 states that: "The Czech Republic is one of the best-rated EU countries in terms of health care performance in the period under review." H2 states that: "healthcare spending in the EU increased on average between 2014 and 2019". The diploma thesis is divided into six chapters and was prepared within the Student Grant Competition at the Faculty of Economics, VŠB-TUO. The sample is 28 EU countries, including the United Kingdom, and the criteria are nine selected health care indicators, which enter the TOPSIS method averaged over a six-year period. Following the TOPSIS calculation, the EU distance from the best-performing country to the worst-performing country is ranked on the basis of the relative distance index, with Germany, Austria and Finland being among the best-performing countries. Romania, Latvia and Bulgaria are among the countries with the worst health care performance. The Czech Republic is one of the average EU countries. The aim of the diploma thesis was fulfilled and both hypotheses were verified.
