Změny v právní úpravě, financování a zhodnocení hospodaření města Napajedla

Abstract

Cílem diplomové práce je analýza financování a hospodaření města. Na základě výsledků zjištěných z analýzy jsou prezentovány návrhy, vedoucí ke zlepšení hospodaření města Napajedla. Analýza financování a hospodaření města je provedena za období od roku 2010 až po rok 2015. V teoretické části jsou objasněny základní pojmy, jako obec a její působnost, orgány obce a jejich pravomoci a charakteristika města Napajedla. Obsahem teoretické části je reforma účetnictví státu, změny v právní úpravě od 1. 1. 2010, monitoring obce a přezkoumání hospodaření obce. Třetí kapitola je zaměřena na analýzu zdrojů financování municipálních účetních jednotek. Kapitola je orientována na rozpočet města Napajedla, jsou podrobně rozebrány příjmy, výdaje a financování. Závěrečná kapitola se zabývá zhodnocením hospodaření města v letech 2010 až 2015. Zhodnocení hospodaření bylo provedeno na základě finanční analýzy. Na základě provedených analýz jsou předloženy návrhy, které by měly vést ke zlepšení hospodaření města Napajedla.

The aim of this thesis is to analyze funding and management of the city. Based on the results obtained from the analysis there are presented proposals to improve management of the city Napajedla. The analysis of funding and city management is done in from 2010 to 2015. In the theoretical part are explained basic terms such as community, municipal authorities of their powers characteristic of the city Napajedla. The theoretical part copes with the state accounting, changes in the legislation from 1. 1. 2010, monitoring of the village and re-examination of the village management. The third chapter focuses on the analysis of the sources of funding of municipal entities. The chapter is focused on the city's budget Napajedla, in detail there are presented incomes, expenses and funding. The final chapter deals with the evaluation of the town's finances from years 2010 to 2015. Management Evaluation was based on financial analysis. According to this analysis there are presented suggestions that should lead to improvement in the management of the city Napajedla.
