Financování zastřešení zimního stadionu ve městě

Abstract

Diplomová práce je zaměřena na pravidla hospodaření obcí a financování investiční akce - výstavba zimního stadionu a inženýrských sítí. Dokončením plánovaných staveb by mělo dojít ke zlepšení podmínek kvalitního života obyvatel žijících ve městě. Cílem práce je zhodnotit vývoj hospodaření města v letech 2006 - 2010 a navrhnout vhodnou variantu financování pro výstavbu zimního stadionu a inženýrských sítí, tak aby byl při realizacích co nejméně zatížen rozpočet města. Hypotézou práce je, že lze najít různé možnosti financování k výstavbě zimního stadionu a inženýrských sítí v lokalitě ,,Pod Křišťálovem‘‘. Teoretická část práce charakterizuje základní územní samosprávné celky v podmínkách České republiky. Zabývá se postavením obcí, působností a orgány, pravidly jejich hospodaření, rozpočetem, apod. Dále je představeno město Náměšť nad Oslavou, provedena analýza hospodaření v letech 2006 - 2010 a uveden rozpočtový výhled na rok 2012. Praktická část se zabývá konkrétní investiční akcí, která v sobě zahrnuje výstavbu zimního stadionu a inženýrských sítí. V kapitole je popsán současný stav a dispoziční řešení zimního stadionu a inženýrských sítí a obě projektové dokumentace. Dále se zabývá možnými zdroji financování a následně je navržena vhodná varianta pro financování.

The thesis focuses on the rules of municipal economy and financing investment projects - construction of ice rink and utilities. The completion of the planned buildings would be improved quality of life conditions of people living in the city. The aim is to assess the development of farming in the years 2006 - 2010 and propose a suitable option for financing the construction of ice rink and underground networks, so that the implementation was the least encumbered by the city's budget. Hypotheses of the study is that it can find various options for financing the construction of ice rink and underground services in the location,''Under the Crystal. The theoretical part describes the basic local government units in the Czech Republic. It deals with the status of municipalities, powers and authorities, rules of management, budget, etc. In addition, the city introduced, Náměšť nad Oslavou an analysis of management in 2006 - 2010 and given the financial outlook for 2012. The practical pat deals with a specific investment project, which entails the construction of ice rink and utilities. The chapter describes the current status and layout ice rink and underground networks, and both project documentation. It also deals with possible funding sources and then proposes an appropriate option for funding.
