Zhodnocení hospodaření měst Bystřice pod Hostýnem, Lipník nad Bečvou a Rýmařov

Abstract

Bakalářská práce se zabývá zhodnocením hospodaření Bystřice pod Hostýnem, Lipníku nad Bečvou a Rýmařovem v letech 2018-2022 prostřednictvím rozboru příjmů a výdajů v přepočtu na obyvatele. Zhodnocení využívá analýzy hospodaření, časové řady, průměry dle druhů příjmů a výdajů, přepočtů příjmů a výdajů na 1 obyvatele anebo výpočty tempa růstu příjmů a výdajů. Součástí práce je zdůvodnění výběru zkoumaných obcí. Data jsou čerpána z ČSÚ, RIS, MONITORU, ze závěrečných účtů zkoumaných obcí, případně z jejich webu. Při porovnání bylo identifikováno více společných ukazatelů – stavební a matriční úřad jako součást městského úřadu, 5 místních částí (Bystřice pod Hostýnem a Lipník nad Bečvou), shodný počet obyvatel (Bystřice pod Hostýnem a Rýmařov). Z důvodů rozdělení daní dle stejného schématu nedochází v případě daňových příjmů k zásadním rozdílům. Rozdílné jsou nedaňové příjmy rozpočtu, jejichž výše je závislá na objemu pronajímaného majetku, na výši místních poplatků, na odměnách plynoucích z odpadového hospodářství anebo na příjmech z bytového hospodářství. Srovnání výdajů obcí je složitější. Na strukturu a objem výdajů strukturu mají vliv: věkové a profesní složení obyvatelstva, množství poskytovaných služeb občanům, rozsah agendy městského úřadu, plánované investice apod.

The bachelor's thesis deals with the evaluation of the economy of Bystřice pod Hostýnem, Lipník nad Bečvou and Rýmařov in 2018-2022 through the analysis of income and expenditure per inhabitant. The evaluation uses economic analysis, time series, averages according to types of income and expenditure, conversions of income and expenditure per 1 inhabitant or calculations of the rate of growth of income and expenditure. Part of the work is the justification of the selection of the investigated municipalities. The data are drawn from the CZSO, RIS, MONITOR, from the final accounts of the surveyed municipalities, or from their website. During the comparison, several common indicators were identified - the building authority and registry office as part of the municipal office, 5 local districts (Bystřice pod Hostýnem and Lipník nad Bečvou), the same number of inhabitants (Bystřice pod Hostýnem and Rýmařov). Due to the distribution of taxes according to the same scheme, there are no fundamental differences in the case of tax revenues. The non-tax revenues of the budget are more different. The amount of them depends on the volume of rented property, high of local fees, the rewards resulting from waste management and/or the income from housing management. Comparing municipal expenditures is more complicated. The structure and volume of expenditures are influenced by: the age and professional composition of the population, the amount of services provided to citizens, the scope of the municipal authority's agenda, planned investments, etc.
